		<description>Lets hope for a wet winter in 2009 and maybe we can make a dent in this drought!  I am always baffled as to why there are no regulations in the Phoenix area for our water consumption.  Tucson seems to have such great policies in order to live within their water-means (http://www.ci.tucson.az.us/water/ordinances.htm).  I have heard that Boulder, CO has similar laws in place.. what&#039;s the deal Phoenix?</description>
